Assistant Director of Utilities
Job Purpose & Summary
The Borough of Chambersburg is seeking a high-performing professional to enhance the leadership team of our award-winning Electric Department. The Assistant Director of Electric Utility will provide vision, leadership, management, technical supervision, succession planning, and administration over all functions and activities of the Electric Department.
Essential Functions & Responsibilities
Work involves assisting in the planning, organizing, coordinating, directing, and controlling of all functions and personnel of the Electric Department. The Assistant Director will assist in direction over the power supply portfolio, transmission, generating, substation, plant, and distribution line functions. You will be responsible for assisting in providing and maintaining safe, adequate, resilient, dependable, and economical electric services for the Borough.
Qualifications
Non-Bargaining Exempt Level 1: Bachelor’s degree with concentration in electrical engineering. Registration as an Engineer in Training in the Commonwealth of Pennsylvania (or qualified reciprocating state). Formal business management training preferred whether business minor or MBA. Minimum of two (2) years’ introductory experience in the operations of some aspects of electric utility operations with generation and/or municipal experience preferred, administration, and personnel management; managing within PJM (other similar RTO) rules and costs, including some formal supervisory experience. If hired at this level, the incumbent will be expected to obtain a PE during the course of employment in a
timeframe established by management.

Registration as a Professional Engineer in the Commonwealth of Pennsylvania (or qualified reciprocating state). Formal business management training preferred whether business minor or MBA. Minimum of three (3) years’ extensive experience in the operations of all aspects of electric utility operations with generation and/or municipal experience preferred, administration, and personnel management; dealing with wholesale power supply, managing within PJM (other similar RTO) rules and costs, developing rates to responsibly collect for ongoing and planned expenses, including some formal supervisory experience.
