Job Description
We have an immediate need for a Licensed Project Engineer to join our Civil Department.

As a Civil Project Engineer, you will design site plans including grading, stormwater, roadway and utility layouts, and erosion and sediment control. Our Project Engineers oversee the workings of the project managers and drafting technicians, providing both mentoring and guidance through project completion.


  • Must be licensed in the state of Pennsylvania (additional states are a bonus. Degree must be certified by the Board of Engineers to allow the ability to go through the comity licensure process) in other adjoining states
  • Bachelor’s Degree in Engineering
  • A minimum of at least three (3) years of professional engineering experience is required
  • Proficient in Stormwater Management Design, HydroCad Software, and E&S Control design a must
  • Proficient in computer modeling software in AutoCAD/Civil 3D is a plus
  • Strong organizational skills and attention to detail
  • Strong communication skills

Job Description
DVRPC is seeking a Transportation Modeler/Analyst to join a vibrant modeling and research team in the Office of Travel Modeling. The Office of Travel Modeling maintains DVRPC’s regional travel simulation models, including a highly sophisticated activity-based model, a best-in-class trip-based model, and a tour-based truck model, and supports model applications to evaluate the impacts of transportation investments, new transportation technologies, long-range plans, and air quality improvement initiatives. DVRPC’s travel models are highly customized, relying on numerous Python scripts to implement specific model functions, interact with different model programs, and process model outputs. The Office of Travel Modeling is also active in research and use of emerging and big data for model development and transportation studies.

The Transportation Modeler/Analyst will assist the development and enhancement of DVRPC’s regional travel models, and support model applications and data analysis for planning studies. Programming and data analytics skills are required for this position to debug model programs, add new model features, prepare data for model development, and summarize aggregated and disaggregated model outputs for various needs. Work is performed in accordance with well-defined objectives and professional standards under the close technical direction of senior engineers and planners.

• Maintain, update, calibrate, and validate the regional travel simulation models.
• Develop tools and scripts to enhance and customize the regional models and their applications.
• Develop tools and scripts to process and visualize various model inputs, validation data, and model outputs.
• Design, process, and analyze various travel surveys and emerging data for travel behavior analysis.
• Conduct research for developing new modeling features and tools to meet emerging modeling needs.
• Support model applications, debug model programs, develop forecasts at the regional, corridor, and project level, and present findings and recommendations to technical committees and planning partners as needed.
• Provide technical assistance to internal and external partners, and respond to requests of data and information.

• Strong self-learning, quantitative analysis, and problem-solving skills.
• Knowledge of the principles of transportation engineering, econometrics, statistical methods, or computer science that is applicable to transportation modeling and travel forecasting.
• Experience with Python, C#, or other object-oriented programming languages.
• Experience with SQL or other relational databases.
• Experience with GIS software.
• Experience with prevailing travel demand modeling software, such as VISUM, TransCAD, CUBE, or EMME is a plus.
• Ability to conduct research and evaluate information and data.
• Ability to effectively present analysis results in oral, written and graphic forms.
• Ability to establish and maintain effective working relationships with associates and planning partners.

Experience & Training
To classify as a Level TE I, a minimum of one year of professional experience in civil engineering, transportation planning, or a related discipline is required. To classify as a Level TE II, a minimum of three years is required. Such experience may have been gained from a combination of experience and training. Training may have been gained through graduation from an accredited college or university. A Master’s degree or a full year of intern or co-operative education experience can be substituted for one year of experience.

This Engineer Project Manager 2 position is in our Bridge Engineering Unit which is responsible for the inspection and structural adequacy of the 1,350 Commission owned structures, five dual tunnels, numerous retaining walls, noise walls, and sign structures throughout the 553 miles of Commission owned highway system. The engineer will manage the design of structure projects across the entire Turnpike system. Primary duties include but are not limited to the following – Project Manager for structure rehabilitation, structure replacement and new structure projects, and performing structure inspections and investigations.

Job Purpose and Summary
This position is responsible for journey-level engineering work on engineering projects for the Pennsylvania Turnpike Commission (PTC). Work at this level is distinguished by the ability to independently perform engineering duties for semi-complex projects or without accountability for the entire project. Incumbents may assist higher-level engineers with more complex projects. Work is generally performed with independence and reviewed by a manager, or designee, for attainment of project goals, completion of assignments and overall performance. This position may function as a lead worker to lower-level engineers and provide project supervision to consultants.

Essential Functions & Responsibilities
• Provides guidance to lower-level engineers and provides project supervision to consultants.
• Participates in the management of the development and administration of traffic, facilities, design and/or construction projects with an increasing scope of responsibility.
• Participates in the full lifecycle of assigned projects. Participates in the development of the scope of work, selection of consultants, preparation of plans, specifications, standards and cost estimates.
• Monitors and maintains documentation of project scheduling and activity to ensure proper project development.
• Monitors contractors work and participates in the field inspections, reviews and surveys to ensure adherence to standards and specifications. Identifies potential problems and submits reports recommending solutions.
• Reviews plans, specifications, studies, invoices and estimates prepared by consultants.
• Assists in the preparation of detailed and comprehensive reports and documents.
• Attends meetings to provide feedback and recommendations for assigned projects.
• Coordinates and communicates with various internal departments and external agencies to attain input and provide status updates for assigned projects.
• Participates in traffic and safety surveys. Reviews, analyzes and assists in preparation of documentation and reports for managerial staff.
• Administers and/or assists in oversight of various PTC engineering programs.
• Performs duties requiring a broad knowledge and application of engineering principles and practices as they relate to all phases of assigned projects and job duties.
• Uses situational awareness to anticipate and prevent accidents.
• Performs related duties as assigned.


Education and Licenses
• Bachelor’s degree with major course work in engineering or other related discipline.
• Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Minimum Experience
• Six (6) years of engineering experience in a transportation environment. Equivalent combination of education and/or experience training may be accepted.
• Possession of a valid Engineer in Training (EIT) certificate may be used to substitute two (2) years of experience in a transportation environment.

Physical Demands and Work Environment
Position demands include frequent speaking, writing and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork and exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.
Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
