Job Purpose and Summary | The Pennsylvania Turnpike Commission is seeking a mid-level environmental professional experienced in managing infrastructure that is regulated by governmental environmental agencies. The Engineer Project Manager 3 – Environmental position is in our Facilities Compliance section. This section is responsible for assuring that our underground storage tank, drinking water, wastewater, and stormwater infrastructure is in compliance with applicable regulations.

Essential Functions & Responsibilities

  • Provides guidance and functions as a lead worker to lower-level personnel and provides project supervision and direction to consultants. May supervise internal professionals including performance management, delegation of work assignments and review of work product.
  • Manages the development and administration of projects as they relate to environmental issues with an increased scope of responsibility.
  • Manages the full lifecycle of assigned projects. Develops the scope of work and participates in the consultant selection process. Manages the development of plans, specifications, standards and cost estimates. Ensures the appropriate design of environmental mitigation measures.
  • Manages and maintains project scheduling and activity to ensure proper project development and compliance.
  • Monitors and reviews the work of contractors. Performs field inspections, reviews, surveys and coordination with environmental agencies to ensure adherence to standards and specifications. Identifies potential problems and submits and/or reviews reports recommending solutions.
  • Reviews plans, specifications, studies, invoices and estimates prepared by consultants.
  • Coordinates and communicates with various internal departments and external agencies to attain input and provide status updates for assigned projects.
  • Corresponds with internal and external customers by phone and/or letter regarding environmental issues and inquiries, noise complaints and requests for noise barriers.
    • Attends meetings to provide subject matter expertise, feedback and recommendations relating to environmental aspects of assigned projects.
  • Reviews, analyzes and prepares documentation and reports for managerial staff. Identifies and provides the proper information to obtain the necessary permits for projects.
  • Provides oversight of various PTC environmental engineering programs.
  • Performs duties requiring a broad knowledge and application of environmental laws, regulations, policies and procedures as relate to all phases of assigned projects and job duties.
  • Uses situational awareness to anticipate and prevent accidents.
  • Performs related duties as assigned.

Qualifications
Education and Licenses

  • Bachelor’s degree with major course work in environmental science or related discipline. Equivalent combination of education and/or experience may be accepted.
  • Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Minimum Experience

  • Four (4) years as an Engineer Project Manager 2 with the PTC
    OR
  • Ten (10) years of environmental analysis experience. Equivalent combination of education and/or experience may be accepted.

Possession of a valid Engineer in Training (EIT) certificate may be used to substitute two (2) years of the experience; OR, Possession of a valid Professional Engineer (PE) license issued by the Pennsylvania State Registration Board for Professional Engineers may be used as a substitute for four (4) years of experience.

Physical Demands and Work Environment

  • PHYSICAL DEMANDS | Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork and exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.
  • WORK ENVIRONMENT | Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.

Job Purpose & Summary | DVRPC is seeking a Transportation Modeler/Analyst to join a vibrant modeling and research team in the Office of Travel Modeling. The Office of Travel Modeling maintains DVRPC’s regional travel simulation models, including a highly sophisticated activity-based model, a best-in-class trip-based model, and a tour-based truck model, and supports model applications to evaluate the impacts of transportation investments, new transportation technologies, long-range plans, and air quality improvement initiatives. DVRPC’s travel models are highly customized, relying on numerous Python scripts to implement specific model functions, interact with different model programs, and process model outputs. The Office of Travel Modeling is also active in research and use of emerging and big data for model development and transportation studies.

The Transportation Modeler/Analyst will assist the development and enhancement of DVRPC’s regional travel models, and support model applications and data analysis for planning studies. Programming and data analytics skills are required for this position to debug model programs, add new model features, prepare data for model development, and summarize aggregated and disaggregated model outputs for various needs. Work is performed in accordance with well-defined objectives and professional standards under the close technical direction of senior engineers and planners.

  • Maintain, update, calibrate, and validate the regional travel simulation models.
  • Develop tools and scripts to enhance and customize the regional models and their applications.
  • Develop tools and scripts to process and visualize various model inputs, validation data, and model outputs.
  • Design, process, and analyze various travel surveys and emerging data for travel behavior analysis.
  • Conduct research for developing new modeling features and tools to meet emerging modeling needs.
  • Support model applications, debug model programs, develop forecasts at the regional, corridor, and project level, and present findings and recommendations to technical committees and planning partners as needed.
  •  Provide technical assistance to internal and external partners, and respond to requests of data and information.

Qualifications

  • Strong self-learning, quantitative analysis, and problem-solving skills.
  • Knowledge of the principles of transportation engineering, econometrics, statistical methods, or computer science that is applicable to transportation modeling and travel forecasting.
  • Experience with Python, C#, or other object-oriented programming languages.
  • Experience with SQL or other relational databases.
  • Experience with GIS software.
  • Experience with prevailing travel demand modeling software, such as VISUM, TransCAD, CUBE, or EMME is a plus.

Essential Functions & Responsibilities | The Director is responsible for the enforcement of all Township Ordinances and state laws, including but not limited to building, zoning, and property maintenance. The Director is responsible for reviewing and processing all Subdivision and Land Development Plans, Conditional Uses, map and text amendments, variance, and special exception applications. The Director is a professional supervisory position, who reports to the Township Manager, provides overall direction and supervision over all aspects of the department, and provides support to the Zoning Hearing Board and Planning Commission. The Director will represent the Township at public meetings and will manage a staff of experienced professional inspection, building code, zoning, and construction officials. The Director also serves as the Township Zoning Officer.

Qualifications | Requirements: Five (5) or more years’ experience in land development and planning, including at least three years of supervisory experience; Direct municipal government experience along with a Bachelor’s or Associate degree in planning, public administration, engineering or a closely related field strongly preferred; or an equivalent combination of education, certification, training, and experience. Required to have a valid Pennsylvania state driver’s license. May be required to have or obtain additional formal industry certification(s) based on area of assignment.
