Position Title | Construction Plans Examiner

Job Purpose & Summary | Reviews applications, including submitted construction/building plans, specifications, reports and related documents for compliance with the City Code and all applicable construction codes and referenced standards. Identifies plan discrepancies and areas of non-compliance. Prepares appropriate plan review records/correction lists, and approves compliant permit applications prior to permit being issued. Provides technical assistance/information to inspectors, architects, engineers and builders regarding code interpretation, plan preparation and engineering submittals.

Essential Functions & Responsibilities

  • Examines construction applications, drawings, plans, specifications and all related documents for compliance with the City Code, Pennsylvania Uniform Construction Code and sound engineering practices.
  • Performs plan review for new construction in accordance with the EPA’s MS4 permit requirements and the Stormwater Ordinance Title 13 amendments of city code.
  • Approves compliant permit applications.
  • Consults with architects and engineers regarding code interpretations and ordinance requirements.
  • Provides information to the public regarding code and ordinance requirements.
  • Consults with Department inspectors regarding construction issues encountered in the field.
  • Provides technical assistance and training.
  • Recommends revisions to codes, fire codes and/or Department rules and regulations.
  • Acts as advisor to the Board of Standards and Appeals.
  • Retrieves information and issues construction permits both manually and through automated methods.
  • Makes construction site visits.
  • Maintains records and prepares accurate reports, correspondence, etc.
  • Assists City emergency response as Department 24-hour emergency on-call representative approximately one week per month on a rotating basis.
  • Performs activities and functions of related personnel and other related tasks and duties.

Qualifications | Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE | The application must clearly show two (2) years of full-time experience as an Architect or Engineer. (Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING | The application must clearly show a Bachelor’s Degree in Architecture or Engineering.
  • EQUIVALENCY | Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is six (6) years.
  • NOTE|  A Master Code Professional (MCP) Certification will be accepted in lieu of both the education and experience requirement.

DVRPC is seeking a Transportation Modeler/Analyst to join a vibrant modeling and research team in the Office of Travel Modeling. The Office of Travel Modeling maintains DVRPC’s regional travel simulation models, including a highly sophisticated activity-based model, a best-in-class trip-based model, and a tour-based truck model, and supports model applications to evaluate the impacts of transportation investments, new transportation technologies, long-range plans, and air quality improvement initiatives. DVRPC’s travel models are highly customized, relying on numerous Python scripts to implement specific model functions, interact with different model programs, and process model outputs. The Office of Travel Modeling is also active in research and use of emerging and big data for model development and transportation studies.

The Transportation Modeler/Analyst will assist the development and enhancement of DVRPC’s regional travel models, and support model applications and data analysis for planning studies. Qualifications

  • Strong self-learning, quantitative analysis, and problem-solving skills.
  • Knowledge of the principles of transportation engineering, econometrics, statistical methods, or computer science that is applicable to transportation modeling and travel forecasting.
  • Experience with Python, C#, or other object-oriented programming languages.
  • Experience with SQL or other relational databases.
  • Experience with GIS software.
  • Experience with prevailing travel demand modeling software, such as VISUM, TransCAD, CUBE, or EMME is a plus.

  • Licensed Professional Engineer (P.E.) in Pennsylvania (or ability to secure through reciprocity within 6 months) or Professional Transportation Planner (PTP)
  • Five (5) to Eight (8) years' of technical competency and project experience to include projects such as:
    • Traffic impact studies
    • Corridor planning studies
    • Traffic signalization
    • Corridor traffic signal optimization
    • Municipal traffic studies and analysis
    • Intersection improvements
    • Highway occupancy permits
    • Highway drainage design
    • Right-of-way plans
    • Maintenance and protection of traffic and detour plans
    • ADA design
  • Minimum 1-4 years' of project management experience is preferred
  • Ability to provide timely project deliverables
  • Develop and maintain excellent client satisfaction
  • Requires travel to job sites, meetings and regional offices as necessary
  • Has the legal right to work in the U.S.

Desired Qualifications

  • PENNDOT project experience
  • Intermediate proficiency with Microsoft Office Suite, AutoCAD Civil 3D and/or Microstation
  • Synchro / SimTraffic experience
  • Highway Capacity Software experience
