Senior Engineer Project Manager
Job Purpose & Summary
This position is responsible for serving as the senior-level project manager on the most complex engineering projects for the Pennsylvania Turnpike Commission (PTC). Work involves independently directing multiple projects and/or programs at one time. Work assignments and objectives are received with little or no technical instruction, and employees proceed with independence in working out the details and organization necessary to complete projects. Work requires the independent selection of courses of actions, and resolution of problems within the framework of broad engineering and administrative guidelines. This position may function as a supervisor to lower-level engineers and provide project supervision to consultants.
Essential Functions & Responsibilities
- Provides direction and oversight to what work of lower-level engineering staff and consultants, including supervision, performance management, delegation of work assignments, and review of work product.
- Serves as the primary project manager over the development and administration of the most complex traffic, facilities, design, and/or construction projects. Provides management with project briefings to inform and update on critical issues regarding decisions and solutions made within the broad scope of authority.
- Manages the full lifecycle of multiple complex projects. Develops the scope of work and participates in the consultant selection process. Manages and/or develops plans, specifications, standards, and estimates.
- Develops and manages project scheduling, cash flow projections, and activities to ensure proper project development and compliance.
- Performs field investigations, reviews, and surveys to ensure adherence to standards and specifications. Identifies potential problems and works to resolve them.
- Reviews and approves plans, specifications, studies, invoices, and estimates as prepared by consultants or contractors.
- Maintains professional liaison with internal/external staff and consultants, as well as other governmental and transportation agencies. Responds to and meets with property owners, agencies, and others who are affected by PTC projects.
- Reviews and/or prepared detailed and comprehensive reports, documents, and recommendations. Attends meetings to provide direction, subject matter expertise, consultation, and recommendations for assigned projects.
- Participates in traffic and safety surveys. Analyzes reports to identify problems and provides solutions.
- Conducts, participates, and/or represents the PTC in designated meetings, committees, planning groups, trainings, or seminars.
- Manages various PTC engineering programs.
- Performs duties requiring a broad knowledge and application of engineering principles and practices as they relate to all phases of assigned projects and job duties.
- Uses situational awareness to anticipate and prevent accidents.
- Performs related duties as requested.
Qualifications
E-17 Qualifications
- Eight (8) years of engineering experience AND a bachelor’s degree in engineering or related discipline. Certain units may prefer a bachelor’s degree in a specific engineering discipline.
- Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.
E-18 Qualifications
- Eight (8) years of engineering experience AND a bachelor’s degree in engineering or related discipline. Certain units may prefer a bachelor’s degree in a specific engineering discipline.
- Possession of a valid Professional Engineer (PE) license issued by the Pennsylvania State Registration Board for Professional Engineers.
- Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Physical Demands and Work Environment
Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position may require travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for work assignments and projects.
Office environment with low levels of noise, adequate lighting, and a comfortable temperature. Field environment may include exposure to adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
