PSPE 2025 Networking Roundtables
At our 2025 Conference, we are featuring a networking lunch. On Thursday, September 18th, immediately following a buffet lunch, PSPE will facilitate roundtables with industry leaders. These roundtables will have one representative per table. Attendees can freely sit, network, and change tables with experts in their dedicated field.
A moderator will facilitate the session to assist with timing and rotation. Bring your questions, business cards, and enjoy this version of speed networking!
Meet the Representatives
Rebecca A. Bowman, Esq., PE, DFE
Rebecca A. Bowman, Esq., P.E., D.F.E., served four years as the Senior Director of Ethics and Professional Practice with the National Society of Professional Engineers. She is the principal of a woman-owned business in civil engineering, dispute resolution, and legal services. She is experienced in boundary law issues, engineering design and forensic analysis, and construction/project management. She is a registered professional engineer, a certified arbitrator, mediator, and Christian conciliator, and a Diplomate of Forensic Engineering. Mrs. Bowman wrote a column for Pennsylvania’s PE Reporter, “Risky Business,” for more than 20 years.
Gabe Lederman
Gabe Lederman is a Senior Stormwater Consultant at Oldcastle Infrastructure, specializing in innovative water quality, detention, and flood management solutions across the Mid-Atlantic. With a strong background in water utilities and stormwater infrastructure, he partners with engineers, contractors, and municipalities to deliver compliant, cost-effective designs that balance technical performance with community resiliency. Beyond his consultancy role, Gabe serves on his local Environmental Commission in historic Cranbury, NJ, and volunteers as a town clock winder, blending his technical expertise with community service and stewardship.
Ted Mowatt
Ted Mowatt is PSPE’s personal Lobbyist. With over 30 years of experience in government affairs and advocacy, Ted knows how to bridge the gap between his clients’ worlds and the government. A second-generation lobbyist and association executive, Ted has a reputation as a listener who takes the time to learn about his clients and translate their needs and concerns into the language policy-makers understand.
Leanne Panduren, PE
A 1993 civil engineering graduate of Michigan Technological University (MTU), Panduren was hired by ROWE in 1994, named President in 2014, and CEO in 2016. In 2019, she also assumed the role of Chairman of the Board. She currently works from ROWE’s headquarters in Flint, Michigan. Her engineering career has centered around assisting municipalities in completing a wide variety of infrastructure projects, including utility, road, and non-motorized system improvements. She maintains her professional engineering license in Michigan, Ohio, South Carolina, and North Carolina. Panduren has actively promoted excellence and education in the field of engineering for many years through her work with professional engineering societies at the local, state, and national level, and by serving on professional advisory boards for MTU and as a guest lecturer for Michigan State University. She has served in leadership positions for the Michigan Society of Professional Engineers, the National Society of Professional Engineers, and the National Institute for Certification of Engineering Technologies and currently serves as the Chair of the NPSE Committee on Policy and Advocacy. She is also active in her community through a variety of roles on several boards for organizations with philanthropic and economic development focuses.
Jesse Sloane, PE
Mr. Sloane has over fifteen years of experience in the nuclear and construction industries. He first served as a Nuclear Trained Officer with the United States Navy for seven years, trained in the nuclear fuel cycle and the design, construction, operation, and refueling of nuclear power plants, ensuring adherence with industry standards and regulatory requirements. Following a distinguished naval career, Mr. Sloane worked as a consultant in the construction industry for both international and domestic clients. Mr. Sloane has experience performing analyses on construction management performance, schedule delay and disruption, inefficiency, risk engineering, and the evaluation of monetary damages related to construction delays and disruptions. Mr. Sloane now serves as the Executive Vice President of Engineering for Deep Isolation, a private company providing innovative solutions for the disposal of spent nuclear fuel and high-level waste.
Sean Warner
Sean is the director of training and employee development here at Trinity Subsurface and has been here since its founding. He has 15 years of industry experience primarily in SUE level B and A (Utility designation, structural analysis, void detection, electrical fault finding, and leak detection, as well as vacuum excavation). But also in Pipe Jetting, Lining, and Video Pipe inspection. I was instrumental in developing Trinity’s training program and curriculum.
